Abstract / Description

The basis of this publication is the symposium "Learning communities and sustainable social- economic city quarter development", held at the 5th European Conference for Community Psychology (Berlin, September 2004). It describes research projects in different European countries involving experiences, communities and experts, in order to identify guidelines for the use of psychological science in a broad social context. Community psychologists and other experts of the field are studied putting into practice diagnostic tools like community profiles, actor and conflict analysis, and intervention tools like: moderation techniques for creative team work, citizen activation and participative planning, conflict mediation techniques, future factories, citizen juries, community action research and management of city quarters. These strategies and methods have the broader application of facing different problems of community development such as urban transformation processes, renewing programs of city quarters in degradation, conflicts between different groups of citizens, participative planning of new areas and institutions, processes of local agenda 21 and so on. In contrast to traditional investment programmes, the potential of citizen participation and the empowerment of people are stressed, giving a strategic and operational contribution. In fact, sustainable City Quarter Development, besides helping the economy, is largely dependent on human factors and the sheer volume gives evidence that in different scientific as well as applied areas a wide range of strategies and methods have been developed to manage these human factors in a professional way. The various contributions highlight the fact that participation and collective learning processes are tools for active citizenship. Following the proposed approach, participation is tackled as a tool for social empowerment, and the whole text focuses on an operator who can act as a "social catalyst", proposing this figure to politicians and local administrators. The term catalyst best expresses the functions we identify and the role attributed to this figure - an expert who can "bridge" the divide between the various social entities. Will anyone be willing to make use of this figure, as a catalyst to the local context? We do not claim to provide an answer, but we hope the volume shows the advantages to be gained for anybody attempting to do so.
Zusammenfassung [Abstract in deutsch] Grundlage dieser Veröffentlichung ist das Symposium "Lernende Gemeinschaften und nachhaltige sozioökonomische Stadtentwicklung" der 5. Europäischen Konferenz für Gemeindepsychologie (Berlin, September 2004). Dargestellt werden Forschungsprojekte aus verschiedenen europäischen Ländern mit Erfahrungen von Gemeinden und Experten um Leitlinien für den Einsatz psychologischen Wissens in einem breiten sozialen Kontext identifizieren zu können. Gemeindepsychologen und andere Experten für Bürgerbeteiligung erläutern den Einsatz von Diagnose- und Interventionsmethoden wie Gemeindeprofile, Akteurs- und Konfliktanalyse, Moderationstechniken für Arbeitsgruppen, Bürgeraktivierung und partizipative Planung, Konfliktmediation, Zukunftswerkstätten, Bürgergutachten, Aktionsforschung und Quartiersmanagement. Diese Strategien und Methoden finden eine breite Anwendung angesichts unterschiedlicher Probleme der emeinwesenentwicklung wie z.B. urbane Transformationsprozesse, Erneuerungsprogramme für Wohnviertel im Niedergang, Konflikte zwischen unterschiedlichen Bevölkerungsgruppen, partizipative Planung neuer Siedlungsflächen und kommunaler Einrichtungen, Prozesse der Lokalen Agenda 21 und vieles mehr. Im Gegensatz zu traditionellen Investitionsprogrammen werden die Potenziale von Bürgerbeteiligung und Empowerment unter strategischen und operativen Gesichtspunkten betont. Abgesehen von den ökonomischen Vorteilen ist nachhaltige Stadtentwicklung in hohem Maße abhängig von Humanfaktoren. Die vorliegende Publikation macht deutlich, dass in verschiedenen wissenschaftlichen Disziplinen und Praxisfeldern ein großes Spektrum an Strategien und Methoden entwickelt wurden, die es erlauben, diese Humanfaktoren in professioneller Weise zu unterstützen. Die einzelnen Beiträge belegen, dass die professionelle Förderung von Partizipation und kollektiven Lernprozessen Instrumente für die Entwicklung einer aktiven Zivilgesellschaft sind. Entsprechend diesem Ansatz wird Partizipation als Instrument des sozialen Empowerment angesehen. Der Text ist fokussiert auf die innovative Rolle eines "sozialen Katalysators", für den eine Funktion in Politik und lokaler Administration vorgeschlagen wird. Die Bezeichnung Katalysator charakterisiert am besten die Rolle und die Aufgaben dieser Instanz: es handelt sich um einen Experten für das "Brückenschlagen" zwischen den verschiedenen gesellschaftlichen Einheiten. Möchte jemand Gebrauch machen von der Instanz eines Katalysators im lokalen Kontext? Wir behaupten nicht, eine Antwort auf die lokalen Herausforderungen parat zu haben, doch wir hoffen, mit dieser Publikation die Vorteile der dargestellten Strategie verdeutlicht zu haben. Sommario [Abstract in italienisch] La base di questa pubblicazione è il simposio "Comunità e sviluppo sostenibile dei quartieri urbani" tenuto nel corso della 5a Conferenza Europea di Psicologia di Comunità (Berlino, Settembre 2004) nel quale sono stati discussi progetti di ricerca- azione sviluppati in differenti Paesi europei, identificando linee guida finalizzate all'uso della psicologia in un ampio contesto sociale. Attraverso di essi, gli psicologi di comunità e gli esperti che si occupano di progettazione partecipata illustrano metodologie d'intervento per l'azione sociale per lo sviluppo e la gestione dei quartieri quali: i profili di comunità, l'analisi degli attori e dei conflitti, le tecniche di facilitazione e moderazione del lavoro di gruppo, la mediazione dei conflitti sociali, i laboratori del futuro, le giurie di cittadini, il management del quartiere urbano. Si tratta di strategie e metodologie che hanno ampia applicazione per far fronte ai differenti problemi dello sviluppo di comunità, dei processi di trasformazione urbana, del rinnovamento di quartieri degradati, dei conflitti trai differenti gruppi di cittadini, della progettazione partecipata di nuove aree di sviluppo e interventi dell'agenda 21. In contrasto con i tradizionali programmi d'investimento, l'attenzione è rivolta alle potenzialità della partecipazione e all'empowerment dei cittadini, in forma concreta e operativa. Oltre ad aiutare l'economia, lo sviluppo sostenibile dei quartieri urbani è largamente connesso a fattori umani per i quali il volume esamina le metodologie professionali di formazione ed intervento sia nelle diverse aree scientifiche sia nei diversi ambiti applicativi. Infatti, i diversi contributi illustrano come la partecipazione e i processi d'apprendimento collettivo sono strumenti per la partecipazione attiva. Seguendo tale approccio, la partecipazione è considerata uno strumento per l'empowerment sociale e l'intero testo evidenzia le funzioni di un operatore che agisce come "catalizzatore sociale' proponendone la figura a politici e amministratori locali. Il termine catalizzatore esprime le funzioni e il ruolo ad esso attribuiti - un esperto che "fa da ponte tra le diverse entità sociali. Ci sarà qualcuno che ritiene di volere introdurre tale figura? Il volume non offre una risposta alla domanda, ma dimostra i vantaggi che vi saranno per chiunque vorrà ricorrervi.
