School Shootings in Germany: Current Trends in the Prevention of Severe, Targeted Violence in German Schools

Abstract / Description

Die School Shootings in Winnenden und Ansbach im März und September 2009 haben die Notwendigkeit präventiver Ansätze zur Vermeidung weiterer Taten in Deutschland erneut verdeutlicht. Aufgrund der geringen Häuigkeit des Phänomens und der geringen Speziität der bekannten Risikofaktoren ist eine gezielte Vorhersage und Prävention jedoch schwierig. Dennoch werden zurzeit verschiedene Präventionsansätze diskutiert. Der vorliegende Artikel stellt diese vor und beleuchtet ihre Vor- und Nachteile. Da School Shootings multikausal bedingt sind, greifen Bestrebungen, die einzelne Aspekte fokussieren (z. B. Verschärfung Wafengesetze, Verbot gewaltverherrlichender Computerspiele) zu kurz. Weitere Maßnahmen wie die Installation technischer Sicherungssysteme oder die Optimierung von Handlungsstrategien von Polizei und Schulbesuchern sollen den Schaden im Ernstfall begrenzen. Wissenschatlich verankerte und vielversprechende Präventionsmaßnahmen konzentrieren sich hingegen auf die sekundäre Prävention und machen sich dabei den in den USA verbreiteten hreat Assessment-Ansatz zu Nutze. In dessen Rahmen sollen betrofene Personengruppen wie Lehrer, Schulpsychologen und Polizisten befähigt werden, Warnsignale von Schülern zu identiizieren, deren Bedrohung für sich und andere im Rahmen eines systematischen Prozesses zu erfassen und problemadäquate Interventionen in die Wege zu leiten. In March and September 2009 the school shootings in Winnenden and Ansbach once again demonstrated the need for preventive approaches in order to prevent further ofences in Germany. Due to the low frequency of such ofences and the low speciicity of relevant risk factors known so far, prediction and prevention seems diicult though. None the less, several preventive approaches are currently discussed. he present article highlights these approaches and their speciic advantages and disadvantages. As school shootings are multicausally determined, approaches focussing only on single aspects (i.e. prohibiting violent computer games or further strengthening gun laws) do not meet requirements. Other measures such as installing technical safety devices or optimizing actions of police and school attendants are supposed to reduce harm in case of emergency. Instead, scientiically founded and promising preventive approaches focus on secondary prevention and for this purpose employ the threat assessment approach, which is widespread within the USA. In this framework, responsible occupational groups such as teachers, school psychologists and police oicers are to be trained in identifying students’ warning signs, judging danger of these students for self and others in a systematic process and initiating suitable interventions.
