Mangelversorgung für psychisch auffällige Schulkinder in sozialen Brennpunkten - Kurzfassung gemeindepsychologischer Praxisüberlegungen aus Bremen

Abstract / Description

Die Mangelversorgung für auffällige Kinder in sozialen Brennpunkten in der BRD ist jahrelang bekannt, aber weitgehend unbeachtet. Überall fehlen in der Regel lebenswelt-orientierte, leicht zugängliche psychosoziale Hilfen für sie. Die Ergebnisse der PISA-Studie zum Zusammenhang von sozialer Herkunft, Schulerfolg und Aussonderung in der BRD, die gängigen Chronifizierungen kindlicher Probleme, die langwierige und oft erfolglose Suche verzweifelter Familien nach geeigneten ambulanten Hilfen und der anwachsende Fremdplatzierungsdruck stehen mit dieser Misere in Verbindung. Auch das viel gerühmte Bremer Integrationsmodell für behinderte und psychisch auffällige Kinder fällt auseinander. Für die psychisch auffälligen Grundschulkinder in sozialen Brennpunkten spielen die Bremer Stadtmusikanten nicht mehr. Es droht Verwahrpädagogik. Seit Jahren wurde die Regelversorgung schrittweise verschlechtert und ihre Präventivwirkung dadurch gedrosselt; im Bereich zusätzlicher Hilfen ist ein stadtweites innovatives Kooperationsmodell sozial engagierter Jugendhilfe bedroht. Aus parteilicher gemeindepsychologischer Sicht werden hier regionale Schräglagen der letzten zehn Jahre bei der Versorgung von Schulkindern zulasten benachteiligter Familien dargestellt und diskutiert. Sie werden betrachtet vor dem Hintergrund von neoliberalem Spardruck und einer allgemeinen Kinder- und Familienmisere in der BRD. Eine vorherrschend hilflose oder absichtliche Ignorierung des Problems zementiert diesen Zustand. Öffentliche (Fach-)Diskussionen sind nötiger denn je.
The lack of provision for disturbed children in problematic urban areas in the FRG has been known for years, but largely ignored. There is a general lack of easily accessible psycho-social aids for them, related to familiar and environmental influences everywhere. The results of the PISA-study concerning the correlation between social background, success at school and segregration in the FRG, the current chronification of child problems, the wearisome and often ineffective search by desperate families for appropriate ambulant aids and the increasing pressure of alien placement are all connected to this plight. The famous Bremer model of integration for physically and emotionally disturbed children is falling apart as well. The Bremer Town Musicians have stopped playing for the emotionally disturbed primary schoolchildren in problematic urban areas. Pedagogy is in danger of falling into neglect. Step by step the standards of care have been impaired for years and, with this, the preventive effects reduced; a city-wide, innovative model of cooperation of socially-engaged youth welfare is threatened in the area of further aids. Regional inconsistencies of the last ten years concerning the care of schoolchildren at the expense of discriminated families will be described and discussed here from a partial point of view at community-psychological level. They will be considered against the background of neo-liberal pressure to save money and a general situation of plight amongst children and families in the FRG. The prevalent helpless or intentional ignorance to this problem is cementing the bad situation. Public (professional) discussions are more urgent than ever.
